Ohio House Bill 160: A Bad Deal for Cannabis Consumers?
Ohio cannabis consumers, pay attention! House Bill 160 (HB 160) is not the “fix” we were hoping for—in fact, it’s not much better than Senate Bill 56 (SB 56). While SB 56 is outright restrictive, HB 160 sneaks in rules that could hurt both consumers and businesses in the long run. Here’s what you need to know.
HB 160 vs. SB 56: The Same Old Problems
🔴 Higher Taxes Incoming – HB 160 keeps the 10% tax but shifts revenue toward law enforcement instead of benefiting cannabis consumers or social equity programs. This is a step backward from what voters approved in Ohio Issue 2.
🔴 More Government Control – The bill caps the number of dispensaries at 350 statewide, limiting competition and keeping prices high—which means you’ll still be driving to Michigan for better deals.
🔴 No Real Fix for Home Grow – Sure, HB 160 keeps home grow legal, but it bans gifting or sharing cannabis, meaning you can’t even legally give a friend a clone or some extra flower.
🔴 THC Limits Could Change – While HB 160 doesn’t lower THC caps yet, it gives regulators the power to restrict products later—a move that could kill access to high-potency options.
🔴 No Clear Path for Expungements – Unlike Issue 2, which included automatic expungements, HB 160 adds roadblocks for people with past cannabis offenses, making it harder for them to move forward.
What This Means for You
Lawmakers are ignoring what Ohio voters already approved with Issue 2. HB 160 is just a watered-down version of SB 56, designed to keep the industry small, limit competition, and benefit big businesses over everyday consumers.
