Ohio's cannabis landscape is evolving, with pre-rolled joints—commonly known as pre-rolls—poised to become available in dispensaries statewide. This development is part of a broader effort to enhance product offerings and meet consumer demand in the state's burgeoning cannabis market.

Regulatory Changes and Pre-Roll Introduction


The Ohio Division of Cannabis Control has proposed updates to the state's cannabis regulations, which include provisions for pre-rolls. These proposed rules define two types of pre-rolls:

  • Raw Single-Serving Units: Pre-rolls containing only cannabis plant material and rolling paper.

  • Infused Single-Serving Units: Pre-rolls that include cannabis plant material combined with THC extract.

Each pre-roll is limited to a maximum of 1 gram of cannabis, with packages containing up to 5 pre-rolls, totaling 5 grams per package. These measures aim to ensure product consistency and safety for consumers.

Consumer Demand and Market Impact

Pre-rolls are among the most popular cannabis products in markets where they are available, offering convenience and ease of use. In Ohio, dispensary operators have noted a significant consumer interest in pre-rolls.

Grace Brody of Verano Holdings, which oversees the Zen Leaf dispensary in Riverside, expressed enthusiasm about the opportunity to offer pre-rolls, highlighting their popularity and convenience for consumers.

Advertising and Marketing Restrictions

Alongside the introduction of pre-rolls, the proposed regulations include stringent advertising constraints to ensure responsible marketing practices. The rules prohibit advertising mediums with a high likelihood of reaching individuals under 18, such as billboards, television spots, and certain internet advertisements. Any online presence must implement age-gating to restrict access to minors.

Public Participation and Next Steps

The Division of Cannabis Control has invited public comments on the proposed regulations, allowing consumers, businesses, and advocates to provide input. The public comment period was open through December 23, 2024. Following this, the rules will undergo review by the Common Sense Initiative and may be adjusted based on feedback before being presented to the Ohio House and Senate for approval.
